Planning updates

The following applications have received approval.

  • 71, Walston Road. Alterations to rear windows and doors.
  • Wenvoe Library. Field Maple – to remove one multi stem tree (1) as it is dangerous and to reduce the crown of the other (2) by 25%.
  • Station House, 1 Station Terrace. Loft conversion. Existing garage re-built and extended.
  • Brackendene, Burdonshill Lane, Proposed replacement outbuildings on existing equestrian manege structure.
  • Wrinstone Farm, Station Road East. Proposed 5 new stables, tack room and manege.
  • Whitehall Farm, St. Lythans Road. Reinstatement of openings on side elevation and rear gable end changed to flat roof with two new windows at first floor level
  • 42, Gwern Close. Convert integrated garage to a habitable room, replace existing garage door with a white pvc sliding patio door and matching brickwork.

 

The Village Hall -application for the removal of the Cypress tree facing Old Port Road has been refused. There was insufficient justification to remove the amenity value tree.

 

The proposal for the construction of a New Care Home At Glenburnie, Port Road e, Port Road will be considered by the Vale planning committee at the end of November. The planning officers are recommending approval.

New Library Building – the granting of planning permission is still awaited before a work schedule for its replacement can be developed.

Proposals for using the S106 Money are being discussed. Certain suggestions fall outside the criteria for use of the money and a few ideas exceeded the available funds. We hope funding will allow completion of most of the rest. Please respond to the S106 article seeking additional information in relation to suggestions.

The Council intend to reopen the Community Centre for the use by the Scouts, final discussions on maintaining Covid-19 safety are taking place. Use of the hall by other organisations will be considered after this initial use is assessed.

With the increased residential population in the north of the community, the Council is investigating the possibility of locating an Emergency Defibrillator in the area. The location requires free public access and an electricity supply.

Footpath 21 from Burdons Close to Burdonshill is not signed where it leaves the road and passes between the houses; also the section to the rear of properties to the stile requires improvement. The Vale will be contacted

 



 

December Planning Applications

The Council conducted their monthly meeting using Zoom due to Covid restrictions.

The meeting commenced with a presentation from the Vale on the highway options for improving the road connection between Sycamore Cross on A48 and the M4 junction 34. The options are available for public consultation until Dec 23rd and can be viewed on the Vale web site.

The Council raised no objections to either application.

42, Gwern Close, Culverhouse Cross. Convert integrated garage to a habitable room, replace existing garage door with a white pvc sliding patio door and matching brickwork along the floorline. Create internal door between garage and house.

26, Vennwood Close. Removal of conservatory and construction of single storey kitchen and dining room extension to existing bungalow.

Wenvoe Library, Old Port Road. Work to Trees in Wenvoe Conservation Area: Field Maple – To remove one multi stem tree (1) as it is dangerous and to reduce recrown of the other (2) by 25%.

The Stables, St. Andrews Road, Erection of agricultural building and retention of replacement hardstanding area. No objections raised.

Land west of television transmitter/south of Grants Field. Variation of condition 2 (approved plans) of planning permission 2020/00621/FUL (‘Detached L shaped stable block for the private use of the applicant, on a concrete base and with concrete hard standing’). No objections.


Wenvoe Library

The council has approved a supplier and design of the proposed new library. It will be approximately 35% larger than the present building. The modular building will be located on the present site, but as this is a conservation area it is subject to demolition and rebuilding permission. It is hoped this will be obtained before the end of the year with construction of about six weeks early next year.

 

The council has received some additional ideas this month for the available £75k, a discussion of ideas will be agented for the next council meeting.


Community Centre

The reopening of the Community Centre for community activities is not envisaged at the present time due to the COVID-19 restrictions.


Defibrillators

The council are investigating whether the installation of additional defibrillators is possible in areas around the Community. Locations need to be easily accessed by all and preferably have an electricity supply.


 

Proposed Construction Of A Solar Farm

Initial information was supplied about the proposed construction of a solar farm sited at Vianshill Farm (located at the top of the Tumble). The project known as Parc Dyffryn is the installation of 65MW of solar panels between the A48 and Dyffryn with public access to additional paths, woodlands and education areas. Details can be viewed at www.parcdyffryn.com; a full public consultation is proposed for the autumn 2021.


Whitehall Quarry

Work on the restoration of Whitehall Quarry is considered complete; as this is not quite as the previously granted restoration planning permission a new application is to be submitted. The access road, which was to be removed will be retained, at least for a few years, to allow access for maintenance of the area.


Dog Bins

The Council has installed additional dog bins in the community for local use. It was reported that a car driver was seen depositing a bin bag full of dog facies in one of the bins. If anybody sees or has information, please report to the council. It was assumed the person was a professional dog walker or a kennel owner.


Cllr. Viv Jervis

Cllr. Viv Jervis has resigned from the Council after many years of service to the community. The post will eventually be filled by the co-option of an elector if a local election is not demanded

The following applications have received approval.

  • 3, Chapel Terrace, Twyn Yr Odyn. Installation of solar PV panels on roof of own house for microgeneration of electricity for domestic use.
  • Ashgrove, Walston Road, Wenvoe. Fell and remove tree due to the onset of Ash die back.
  • Land west of television transmitter/south of Grants Field, Wenvoe. Detached L shaped stable block for the private use of the applicant, on a concrete base and with concrete hard standing.

 

The Council is examining the possibility of reopening the Community Centre to local groups. Firstly, we need to complete a deep clean of the premises. Groups wishing to use the building will have to conduct their own risk assessment, agree to our new hire arrangement and conform to any government imposed restrictions. (i.e. numbers of people, social distancing etc).

Proposed new capital projects were discussed. Agreed to request for any additional ideas in What’s On magazine before drawing up a short list.

The library project continues. We need to obtain planning permission and meet new building regulations due to its increased size.

The Council agreed that the overgrown hedge adjoining the Community Centre car park requires attention, it covers the footpath and is almost 3m from the boundary fence in places. A solution with the owner will be sought.

The Council raised no objections to the following three planning applications.

Station House, 1, Station Terrace. Loft conversion. Existing garage re-built and extended.

The Croft, Burdonshill Lane. Revision to previously approved plan to create a first floor extension with raised roof, side Dormers and rooflights.

Church Cottage (formerly known as Blair Athol) St. Lythans Two storey rear extension, installation of bedrooms and bathrooms to attic with formation of new dormers to front and rear and new open porch to front elevation.

Planning Updates. – The following applications have been approved by the Vale.

Poundfield Farm, Pound Lane, Wenvoe. Retention and completion of detached building as a garage and store.

Northcliffe Rise, St. Lythans Road, Duffryn. Discharge of Condition 4 (landscaping) of Planning Permission 2020/00018/FUL- First floor extension and garage conversion to existing dwelling.

The Old Rectory, 10-12, Old Port Road, Wenvoe. Listed Building Consent and planning consent for the residential conversion of the old rectory and coach house into 10 residential units, demolition of out-buildings and structures, and associated works and parking.

Planning.

  • Wenvoe Quarry. Proposed continued implementation of planning permission No. 1999/00957/FUL without compliance with condition No. 2 which stated `No operation authorised by this permission, with the exception of restoration and after-care works, shall take place after 27th March, 2016. No objections were raised by councillors.
  • Wrinstone Farm, Wenvoe. Proposed 5 new stables, tack room and menage. No objection to the proposal but would wish to see the other menage with the footpath through the middle removed.
  • Lingfield, 34, Old Port Road. Replacement of existing detatched garage. No objection.
  • Brackendene, Burdonshill Lane, Proposed replacement outbuildings on existing equestrian manage structure. No objection
  • Brackendene, Burdonshill Lane. Proposed Glamping site on part of Brackendene, Burdonshill Wenvoe. Council considers this to be an insensitive proposal in very close proximity to the properties of a small hamlet. A previous application to build on this site was refused 5 years ago, partly on the grounds of poor access from a narrow privately owned road.
  • 61, Walston Road, Wenvoe. Fell ash (T005) in front garden of 61 Walston Road. We intend to replace the tree with something smaller and more appropriate for the location, such as a rowan

August Planning Updates

The following applications have been approved.

  • 6, Clos Llanfair, Wenvoe. Proposed single storey extension.
  • 49, Gwern Close, Culverhouse Cross. Remove garage door and replace with brick and window to match existing front of property

 

The annual internally audited accounts have been approved by members. The accounts now pass to the external auditors for scrutiny.

The Old Rectory conversion to apartment accommodation is still under discussion with the Vale; it is now possible that the number of self-contained units will be reduced from 12 to 10.

The library replacement building is progressing. The final size will be determined by the available funds. The Council is awaiting the outcome of a grant application.

Local crime statistics for March to June, provided by the police, show a larger than usual number of anti-social behaviour and domestic incidents.

The Grange playing field playground is almost complete and hopefully opening soon. The developers of Grange estate and St Lythans estate are to be contacted about possible dates for the completion of their play areas/playgrounds.

The Whitehall Quarry is being landscaped at the present time to enable it to be totally restored by 2021/22.
