Planning Updates

The following application have been approved.

• Oak Tree Farm, Morfa Lane, Wenvoe. Use of the dwelling without complying with an agricultural occupancy condition. Conditions on future occupation are imposed.

• Land off Chapel Terrace, Twyn Yr Odyn. Construction of new barn to be used for stabling and animal shelter with areas for feed/hay storage and maintenance of plant and machinery in connection with the land

• Wenvoe Quarry, Wenvoe Proposed recycling facility. This is a temporary permission until December 2020 to measure the effect of the operation.

• Yr Ysgubor, St. Lythans. Amendments to consented planning 2013/00272/FUL

 

A follow up report to the numerous issued raised with highway operations manager last month has been received. Certain matters are receiving attention, but those requiring a financial input have no budgets to facilitate them and will not be progressed. These include additional footpaths, lighting etc.

The Church Hall working party reported back to the Council; their suggestions were supported as a possible way forward, these ideas will be discussed with the rector and officers.

The youth shelter in the Grange Park is in a poor state of repair. The Vale will be looking to replace the damaged polycarbonate sheets. It is intended to replace the present play equipment within the next few years, in the mean time the present fencing will be repaired. No time scale is available at the present time for the equipment replacement..

The leaking water main to the allotment water trough has now been renewed.

Possible local air pollution will be monitored to decide if there is an issue that requires investigation.

The local litter collection planned for Saturday 11th March was cancelled due to inclement weather that weekend! Another date will be arranged, please look out for local posters.

 



 

February Updates

Planning Updates.

The following application have been approved:-

• 17 Old Port Road. Work on a tree in the Wenvoe Conservation area.

• Wenvoe Quarry. Proposed recycling facility

• St Lythan’s Park. Amendment to brick type from red multi to buff. (Effects property still to be constructed)

 

The council had a presentation by Mr M. Clogg, Operations Manager Highways. Following concerns about traffic through the village and the hazard s of crossing the road near the Walston Castle new traffic surveys are taking place. The new traffic lights at Brooklands Terrace are being monitored, Cardiff Traffic Division who have the overall view of traffic flows through Culverhouse Cross and surrounding roads adjust the sequences to maintain best throughput of traffic. The major road works are aimed at encouraging the use of public transport. Numerous comments were made from local observations of the problems encountered at this junction.

School parking and its associated problems for the village and especially the local residents living close to the school. Mr Clogg promised to have his monitoring team to examine the situation and see if they can suggest ideas to help alleviate the problems.

The problem of the surface water just below the entrance to St Lythans Park, which freezes in icy weather, is due to a BT culvert flooding problem which will be resolved. The bus shelter at St Andrews Road, destroyed by a car, is the subject of an insurance claim being argued by loss adjusters. A temporary solution will be sought until the claim can be resolved.

Mr Clegg and his department will examine the list of other local road concerns raised by the council.

The Rural Regeneration Grant sought for the library is still awaited. A request for the delivery profiles raises hope that we are nearing the conclusion to the application.

The community meeting on the future of the church hall was reported upon. Around 50 to 60 people attended the meeting with the rector describing his vision for the church and the poor state of the present hall. There was no overall support for any suggestions made. As this is the centre of the village conservation area numerous residents were against selling the hall for housing. The church was questioned over their right to dispose of the hall as it was gifted by the Castle Estate to the church, others questioned whether the village needed another hall if the church built their extension, parking problems if additional housing came to the area. Although not meant to be part of this meeting concerns were made by a number of the public present about the construction of a new hall on the side of the church nearest Walston Road and the loss of the present beautiful aspect of the church and grounds. The Council decided a small working party would examine certain aspects before making any decision over their final position as regards the hall.

Dog fouling is starting to be a local problem. There are increased reports of owners not clearing up their pets even allowing them to foul outside the school gate. Owners can face on the spot fines for not removing their dog’s mess. Please either challenge owners or report them if such incidents are witnessed.

The increasing amounts of litter appearing on Old Port Road, north of the Walston Castle, will be reported to the Vale. There is a community litter pick planned for Saturday 3rd March starting at 10.00am from the Community Centre. It was reported that the yellow signs posted along Port Road, and other locations, at the start of the year encouraging drivers to take more care over the disposal of their litter was very successful in reducing the amount of littering and will be repeated in the future.

Concerns were raised at the possible high levels of nitrous oxide levels near the school area. It was reported that there are two known areas within the Vale of high levels and monitoring across the whole Vale regularly takes place.

The surfacing of the footpath between Clos Llanfair and The Grange is now complete and usable, a kissing gate has also been installed. If the gate is preventing the passage of your pram, pushchair or mobility scooter please contact the clerk to the council so the matter can be resolved.

 



 

January Updates

 

Planning applications

• 17, Old Port Road. Works to tree in the Wenvoe Conservation Area. No objections

• Whitehall Quarry, Old Port Road. Proposed continued implementation of planning permission 04/00700/FUL without compliance with Condition No. 1. The filling operation was due to complete 31st December 2017, Cemex are requesting an additional six months to complete the filling operations. Supported. (Restoration work will continue beyond this date).

• Land at the former bus depot site, Chapel, Chapel Terrace, Twyn Yr Odyn. Discharge of Condition 13 – Demolition of existing buildings.

• ALDI Stores Ltd., Units 2A/2B, Brooklands Terrace. Discharge of Condition 6 – Post installation noise assessment.

• Former ITV Studios, Culverhouse Cross. Non material amendment. Application to use a different colour brick on the outstanding properties to be built..

• Oaktree Farm, Morfa Lane. Use of the dwelling without complying with an agricultural occupancy condition. (This is a new application previous request was refused))

 



 

January Updates

 

Planning updates.

The following application have been approved.

• Aldi Store, Brooklands Terrace. Discharge of condition 6 – noise assessment.

• The Grange, Port Road. Work to trees covered by TPO 2012 No 8 G12

 

The council have supported the finance committee’s recommendations for next year’s budget. There will be a slight increase in some charges, the precept, per household will remain unchanged.

The council is still awaits to hear that the Welsh Assembly has approved their grant application for the new library. They hope to have confirmation early February being the projected time scale for dealing with such applications.

The fencing around the children’s playarea in the Grange requires some maintenance. It is hoped that improvements to play equipment using S106 funds will be undertaken.

PCSO Angela Stone was welcomed to the December meeting (Angela was the Wenvoe PCSO a many years, now normally covering the west end of the Vale). She reported on a number of local minor crimes including thefts from vehicles and building sites and failing to pay for meals.

Mr John Crockford was thanked for providing this year’s Christmas tree, that was admired by numerous people.

The failure to replace the bus shelter at St Andrew’s Cross \and the couple of areas that become dangerous during freezing weather due to being continuously wet in the winter will be reported to the Vale.

Complaints were received at the disgusting habit of some people who hang cleared up their dog poo they proceed to decorate the countryside by hanging the bags on branches and hedges, these take many years to disintegrate..

The meeting to hear the public’s views on the future of the church hall is planned for 7.00pm on Thursday February 8th.

 



 

December Updates

Culverhouse Cross Retail Park.

Unit 1B, (Previously PC World site) An application for three internally LED illuminated flex face box signs complete with bird spikes and digitally printed flex face skins for B&M. Approved.

Unit 2A, -New Aldi Store .Three freestanding banners. Refused. The size, design, and position formed a visual intrusive form of advertising

Footpath 21 and 22 through The Grange, the Redrow construction site. In November the Welsh Ministers confirmed the new routes of the diverted paths through the estate. Path 21 will commence from the end of Clos Llanfair, use Burdons Close to exit in the top north west corner. Path 22 will follow the eastern edge of the site to join Goldsland Walk Both paths will remain closed until construction work is completed.

A meeting with the public is planned for Thursday 9th February in the Community Centre to discuss the future of the Church Hall. The Council is interested to hear the views of the community before any decision over its possible future is made. More details will be printed in next month’s magazine.

 Wenvoe Community Centre, Old Port Road, Wenvoe Proposed extension to existing community centre to provide new library and toilet facilities, and demolition of existing library and outbuilding.

 The Walled Garden, Wenvoe. Single storey bedroom and en-suite extension.

Rectory Road garages have now been dismantled and removed, the future of the site is still to be decided by the Vale.

There have been two attempted garage break-ins and an attempted car break-in in the last month. Nothing was stolen in any of the cases. The police advise fitting an additional locked bottom bolt to your garage door and to park your vehicle on your drive rather than on the road.

The construction of the affordable houses on the old Greenwood Quarry site at Twyn-yr-Odyn is expected to commence early next year and occupation of the properties from late summer 2018.

 Unit 1B, (Previously PC World site) Culverhouse Cross Retail Park. An application for three internally LED illuminated flex face box signs complete with bird spikes and digitally printed flex face skins for B&M. Council raised no objections.

 Unit 2A, -New Aldi Store Culverhouse Cross Retail Park. Culverhouse Cross. Three freestanding banners. The application was for a 5 year period, the Council considered this as excessive, especially with other new stores opening on this site. A six month period to announce the opening of a new store as adequate.

 11, Walston Road. Extension to existing bungalow at rear and side. Small gabled extension to front with material alterations. Demolition of existing garage. The council would not support this application, they considered it was out of keeping with the other properties, possibly over development and the proposed cedar cladding finish.

 Wenvoe Community Centre. Proposed extension to existing community centre to provide new library and toilet facilities, and demolition of existing library and outbuilding. This planning application was to cover demolition in a conservation area.

 

 



 

October Planning Updates

The following applications have been approved.

The work to improve Old Port Road footway is continuing through the village and is designed to continue to Springfield Close. The Council has been in discussion with the Vale about the proposal to restrict the entrance width of the road into Station Road. There have also been objections from residents about the removal of grass islands, and bulbs, from the entrances to Grange Close and Walston Close.

Another six months closure of footpaths 21 and 22 through the Redrow construction site has been applied for.

The joint welcome evening by the Community Council and Neighbourhood Watch was discussed. Residents at Cambrian Park, St Lythans Park and The Grange have received invitations. The welcome invitation is also extended to any new residents who have moved into the area in the last few years. It is a chance to see what activities the area can offer. This event is on Friday 3rd November at the Community Centre anytime between 6.00 and 9.00pm.

Wenvoe is not immune from the national problem of fly tipping; it continues to be a problem in local areas. If seen either report it to the Council Clerk or directly to the Vale. Cameras have been placed in certain areas to identify the perpetrators.

The police reported at a recent Vale meeting, that there is an increase in burglaries of unoccupied properties. They also gave information about urban drug gangs.

Improvement work on Five Mile Lane. Improvements are expected to commence in the New Year.

The garages in Rectory Close are to be dismantled due to their state. Future use of the land is still to be decided.
