Valegate Retail Park, Culverhouse Cross. to install two rapid electric vehicle charging stations within the car park. Approved.

The budget has been discussed and approved for the forthcoming year. There will be a 3% rise in the local precept to cover forthcoming expenditure.

VE day celebrations by the community.( See  VE Celebrations ). A letter has been sent to all local organisations inviting a representative to the meeting on Friday 14th February at 7.00pm in the Village Hall. Additional advertising of the meeting within the community was agreed. Ideas are already being suggested.

A quotation for renewal of the lighting and replacement of the present glass lamp shades in the Community Centre main hall has been accepted. A replacement is to be sought for the projection screen following the failure of the attachment brackets during the month.

The state of the footpath from Vennwood Close to the tunnel was discussed. There appears to be no registered owner of the land. The Vale are to be approached about possible remedial work to remove the tripping hazards posed by the uneven paving slabs.

Library It is with disappointment and frustration that we have to report that we still do not have a starting date for building the extension. Although the Welsh Government has now approved the necessary grant, they stipulate that the money has to be claimed by the end of March 2020, which would mean that a large part of the work would have to be complete at that time. It has taken so long to reach this stage that it is no longer possible to make this deadline, so we have asked that the deadline be delayed. This may or may not be possible, but we are now waiting for a response from the government.

A defective swing, noted on the final inspection, at the Twyn-yr-Odyn new playground has been rendered inoperable while awaiting repair/replacement. The old play equipment in the Grange playing field has been removed; the replacement work is expected to be completed by the end of February.

The Council members agreed to co-opt Mrs Ceinwen Frost as the replacement member following the resignation of Mr Trevor Case.

  • Wrinstone House, Station Road East. Single storey rear extension at lower ground level to provide accommodation for a live-in carer to support the applicants’ disabled daughter. Accommodation comprises bedroom space, small lounge space, kitchenette and shower room. No objections were raised.
  • Dyffryn Gardens, Dyffryn. Small extension to the recently completed compost bays – 3 extra bays to be constructed at 90 degrees to the previously built compost bays. Drainage and storage tank from the recent project to be utilised. No objection.
  • The Old Rectory, 10-12, Old Port Road. Consent for the residential conversion of the Old Rectory and coach house, demolition of out buildings and structures, and associated works including the construction of a new residential coach house, and parking. Supported.

The December Council meeting occurred after this edition went to print.

The follow planning application were due to be discussed.

  • Car Park, Valegate Retail Park, Culverhouse Cross. To install two rapid electric vehicle charging stations within the car park. Two existing parking spaces will become EV charging bays, along with associated equipment.
  • The Old Rectory, Old Port Road, Wenvoe. Listed Building Consent for the residential conversion of the old rectory and coach house, demolition of out buildings and structures, and associated works including the construction of a new residential coach house, and parking.

 

A H&S inspection of Wenvoe Cemetery will be carried out in the new year. The inspection will be carried out by Memsafe – Memorial Safety Management www.memsafe.co.uk who are part of Teleshore group.

Preparation for the Grange Park play area renewal continues. The play equipment installation is expected to commence in early January and be completed within six weeks; weather permitting.

Following a request a litterbin has been placed at the kissing gates in Clos Llanfair as they are unable to place anything on the Redrow site until it’s adopted. However, it will only be emptied once a week and if it’s abused or causing residents’ concerns then it will take away.

Following last month’s advert concering a casual vacancy on the Community Council, no election was requested hence the Community Council will fill the vacancy by way of co-opting. See advert below

  • Field House, 8, Old Port Road, Wenvoe. Single storey extension to front of property, roof reconfiguration and erection of pergolas, log store to garden room/gym.
  • 73, Heol Collen, Culverhouse Cross. A side and rear single storey extension providing an enlarged kitchen area and lounge.
  • Starbucks Drive Thru, Brooklands Retail Park, Culverhouse Cross. Car park, building and drive thru’ signage to a new Starbucks site
  • On Road outside the Valegate Retail Park, Culverhouse Cross. Display of a double-sided illuminated paper advertising panel, fully integrated into a bus shelter.

 

Capital Projects.

Community Centre library building. A revised profile of possible grant spend has been submitted to the Welsh Assembly.

Construction of the new play area at Twyn yr Odyn is in progress.

A new disabled access to the Grange Park is under construction. It is a free standing ramp to avoid damage to tree roots.

The new play area at the Redrow site is nearing completion.

Discussion between the Vale, Cemex and the Council are in progress to the future of Whitehall Quarry and adjacent land. It is hoped there could be a cemetery extension and possible recreation use.

The cricket club using the Station Road playing field erected plastic netting adjacent to the stream last summer. The supports have been removed and the

netting left which is now becoming entangled in the undergrowth. The club will be requested to remove it.

Report received on the new recycling scheme. In general, the independent monitoring body is fairly satisfied. There are minor problems reported. Large boxes are not always being collected; these should be flattened before placing with recycling. Only Vale bags and containers are being emptied; additional bags are available if you regularly have excess material. The collection of green waste at outlying locations has been causing concerns.

With a very wet autumn pot holes are expected to become a problem this winter . Potholes should be reported to Vale web site or Council

  • Woodside Grange, Woodside, Wenvoe. Work to tree covered by TPO. This is for additional work. Supported subject to work being undertaken by an approved company.
  • Glenburnie, Port Road, Wenvoe. Outline planning application for a care home development and associated works with all matters considered except landscaping. The Council approved the principal of constructing a care home locally but had reservations concerning traffic, the proposed access, the building line and hedgerows.
  • Former ITV Studios, Culverhouse Cross. Construction of drainage ditch. The Council objected to this construction viewing it as an extension of the present site rather than being included within their boundary.
  • Valegate Retail Park, Culverhouse Cross. 3 totem signs. These will list the businesses available on the site. No objections raised.

The following applications have been approved:

  • The Firs, 6, Church Rise. Work to four trees covered by TPOs.
  • 9, Tarrws Close. Loft Conversion and rear dormer
  • 64, Burdons Close. Conversion of existing integral garage to habitable space.
  • 48, Gwern Close, Culverhouse Cross. Convert garage to extra living room.
  • The Old Rectory, 10-12, Old Port Road. Residential conversion of the Old Rectory and coach house, application has been withdrawn.
  • 3, Hill Terrace, Twyn yr Odyn. Change of use of land to domestic use has been refused.
  • Poundfield Farm, Pound Lane. The refused application for the change of use of existing garage/store into a grannie annex has gone for appeal.
  • Glenburnie, Port Road (first property east past the Walston Castle roundabout travelling south). Notice has been issued that Castle Care Development Ltd are intending to apply for full planning permission for the demolition of the existing structure and the erection of a care home. Copies of the proposal application, plans and supporting documents will be available to view on Friday 27th September at the Village Hall between 3.00 and 8.00pm or on-line at www.asbriplanning.co.uk/statutory-pre-application-consultation.

 

The Council were given a presentation on waste collection and recycling in the Vale. See separate article on page 17.

The Vale report that the previously used polling locations at Twyn-yr-Odyn and Brooklands Terrace are no longer available. It has been suggested that all Wenvoe Community residents use the Community Centre in future to cast their votes in an election. The Council considered a voting point should still be available close to Culverhouse Cross and have suggested the parking area in Brooklands Terrace as a possible location for a mobile station.

The library project has obtained some additional funding and the preferred contractor has been asked to review the quotation with minor alterations to the original design. If the final design and costings are acceptable and the available funds sufficient, it

would be anticipated that construction could commence early next year.

The Grange Park new play equipment cannot commence until the new soak away receives permission and is constructed. The equipment installation is not expected to commence before December. The start of the installation of play equipment at Twyn-yr-Odyn is expected shortly.

Numerous health and safety updates have been installed at the |Community Centre. A quotation for new emergency lighting was agreed.

Members reported the poor bus service lately, it is thought to be connected with a shortage of drivers but further inquires are being pursued. Reports of dangerous driving incidents at the new lights at Brooklands Terrace/Port Road/Old Port Road have been witnessed, this will be reported to the highways department.

The stile on footpath 20 which runs from Port Road, (near the garage) to Burdonshill where it crosses the drive to the Garden Centre has been removed and a fence installed. The footpath officer will be informed
