An application by Newydd Housing Association in respect of 1, Stone House, Dyffryn to convert two semi-detached properties into a single detached property and erection of a sustainable (energy positive) rural exceptions bungalow, with a new access and associated works. • Garn Farm, Port Road. Variation of Condition 2 of 1986/00754/FUL to replace with rural enterprise condition under TAN 6 has been approved

• Lingfield, 34, Old Port Road. Extension of existing detatched garage. Withdrawn.

• Development of 12 dwellings at the Rectory, Port Road. Non-Material Amendment – Proposed change to the wording of Condition 3 of Planning Permission 2017/00910/FUL. Refused

• Brooklands Retail Park, Culverhouse Cross. Proposed new Starbucks drive-through unit. Appeal against the refusal to grant planning permission. (The reasons for the refusal were that the proposed drive-thru A3 unit would result in a significant reduction in the level of parking available to serve the existing retail park which would result in traffic congestion for vehicles entering, manoeuvring and exiting the site, resulting in highway safety implications within the retail park and on the highway network in the vicinity of the site close to the strategic road junction Culverhouse Cross.)

 

The Council discussed the new proposed dog controls and reference to local areas. The aim is to deter anti-social behaviour by certain dog owners. Dogs will be banned from the children’s fenced play areas in the Grange Park and it will be an offence not to clear-up dog faeces in the rest of the area. At the Station Road Playing Fields dogs will be banned from the tennis courts and marked out football pitches. There is some confusion because the order appears to indicate that the playing field has an existing banning order, the council will seek to clarify the situation. A recent health and safety review of local Council areas of responsibility raised no major issues. Certain trees require crown lifting, the correct permission will be obtained where required. 

A review of the present cemetery rules will be undertaken shortly. It has been noted that several of the present rules are being ignored. There has been somebody depositing their household waste in the churchyard bins. These bins are emptied by a private contractor not the Vale. Village bins also have receive household waste on occasions. Information on perpetrators would be welcomed

At a recent liaison meeting between the Vale Community Councils, the police reported on a number of house burglaries and car thefts in the Vale. Arrests of a number of people in connection with both types of crime have taken place. The Vale is hoping to encourage local councils to take over some of the duties they do not have funds available to support in future.

• Coedhirion, 8, Walston Road, Rear extension to, and internal/external refurbishment of, the existing dwelling, including demolition of single storey extension at front, bay window, single storey flat roofed extension at rear and ancillary garage building at rear. The council raised no objections to the proposal.

• Land to the west of plot nos. 38 to 53, The Grange, rear of plot nos. 38 – 53 Burdons Close. Engineering operations comprising a new surface water land drain and associated works. The application was supported, properties in this area have suffered from flooding in the past.

• Trees to the rear of 10-15, Clos Llanfair. Works to tree covered by TPO Crown lift branches to 3 metres above ground – oak, ash, sycamore, hazel, hawthorn and cypress. No objection

• 63, Burdons Close, Remove garage doors and replace with UPVC double glazed window to match house. No objection.

The following applications have been approved.

• 22, Rectory Close, Single storey rear extension and two storey front extension

• Yr Ysgubor, St. Lythans Road, St. Lythans. Decommissioning existing domestic cesspit and installing either a new septic tank or a new domestic package sewage treatment plant and all associated drainage fields within the confines of the rear garden

• The Croft, Burdens Hill Lane, Front/side extension with raising of roof ridge height and construction of a detached garage

The village litter pick-up was attended by approximately 17 people who collected a number of bags of rubbish. It is a shame that within a few days some people were once again dropping their rubbish around the community.

The Church has confirmed they do not wish to accept the Community Council’s offer for the future maintenance of the church hall.

The Welsh Assembly are now indicating that due to shortage of staff and resources it could be another couple of months before a formal decision is made on our grant application for the new library building.

Following a survey of the difficulties created for through traffic by car parking at school times the traffic management division are proposing the introduction of a no parking restriction on the west side of Old Port Road from the school to the north turning to Gwenfo Drive at school arrival and departure times. To help enforce the restriction the area will be included in the traffic wardens’ areas of supervision. This proposal is subject to a legal traffic order which take time to become enforceable.

The Vale are about to alter the local rubbish collection. Households will be limited to two black bags of general rubbish every fortnight. There will be exceptions ie those with large families or who have a large quantity of medical rubbish etc. The aim is to encourage people only to use black bags for items that can not be recycled. The Vale will be consulting the public over how the public would like to see the introduction of sorted recycling which is a requirement being imposed by the Welsh Assembly. Co-mingled recycling is to be phased out. A new transfer station is to be constructed at Atlantic Wharf.

To help meet shortfalls in the Vale budget, car parking charges will be introduced across the Vale at public parking areas. Shopping area car parks will have a free first two hours, similar to a number Cardiff parking areas, and many shopping street areas will be limited to 30 minutes parking.

• Land off Port Road and at entrance to Redrow Homes (The Grange) development., Erection of a temporary sales cabin at the entrance to the site. The permission is only until April 2019.

• Blodfa, Station Road East. Detached garage with workshop within roof space

• The Rectory, Port Road. Development of 12 dwellings and associated infrastructure. Discharge of condition 11 – materials details.

• Land at former bus depot site, Chapel Terrace, Twyn Yr Odyn. Discharge of conditions 11-means of enclosure, 14-biodiversity method statement 15 – scheme to deal with risks of contamination and 21- construction environmental management plan for demolition of existing buildings

• Woodview, Port Road, Occupation of dwelling in compliance with the Rural enterprise condition, with the rural enterprise being a dog boarding business. The minor alteration to the garage was not objected to. The other matters are subject to legal considerations by the Vale.

• Lingfield, 34, Old Port Road. Extension of existing detached garage. Council had no objection to the extension but were concerned about possible damage of the adjoining tree roots during the digging of the foundations.

• 22, Rectory Close. Single storey rear extension and two storey front extension. No objections were raised.

The following applications have been approved.

• Development of 12 dwellings and infrastructure behind the rectory have been approved. Planning permission had previously been granted, the new application was mainly to change the design and layout of the properties.

• Redrow development. Approval for the retention of a conservatory on plot 4 (a show house).

• The erection of a tempory sales cabin at the entrance to the Redrow development off Port Road.

• St Annes, Old Port Road. Work on trees.

• 14A Walston Road. Construction of a dormer extension to the rear and replacement of the garage doors with French doors.

 

The application by Starbucks for a drive through unit at Brooklands Retail Park has been refused on the grounds that it would considerably reduce the level of parking available to serve the existing units resulting in traffic congestion.

Highways – No further feedback from Vale Highways concerning traffic and other issues.

Library – Still no response form the Welsh Government concerning our application for a Rural Regeneration grant.

Church hall – A meeting between the church and the council working party has been arranged for April 26th.

Police matters – There was a burglary recently at the Grange estate, when a house, which was

occupied, was entered at night and belongings and two cars taken. The police stress that it is very important to report any suspicious activities, including cars, in the neighbourhood to 101. All crimes are reported on the South Wales Police website.

The PCSOs reported that scams, mainly by phone, are on the increase. It is most important that elderly and vulnerable neighbours are given support dealing with unexpected phone calls. The police recommend subscribing to schemes such as Call Guardian, operated by BT, and Call Safe by Talktalk. These schemes answer an incoming call by asking for the caller’s name; if it is not given, the call is refused.

Annual General Meeting – The community council AGM will be held on May 10th.

• Land off Port Road and at entrance to Redrow Homes) development. Erection of a temporary sales cabin at the entrance to the site. This is to replace the show house office. The proposed location not supported, due to the lack of parking with the construction of three houses also in progress adjacent to this area.

• St. Annes, Old Port Road, Work to trees covered by TPOs

• Brynheulog, St Andrews Road, proposed stables. Planning permission has been granted for a wooden construction. Permission sought to change approved materials to include rendered blockwork walls, slate roof and roller shutter doorway. Concerns expressed by members.
