Outrageous Proposal

 

We all know about the long queues and delays facing us when using Culverhouse Cross Roundabout. The Roundabout is already at 150% capacity (that is 50% more vehicles are using it than forecast). It is understood that capacity will rise to over 200% in the coming year. Our public transport system is woefully inadequate, and the current infrastructure has been left relatively unchanged despite the increasing number of homes in the area.

 

In an effort to ease the traffic problems a congestion charge of £1.00 is to be introduced for use of the Roundabout. It is anticipated that the charge will be for any vehicle using the roundabout weekdays between the hours of 7.00am – 10.00am and 3.00pm – 6.00pm. Blue Badge Holders will be exempt, but they will need to contact their local council to register. There will be a one-off administrative fee of £10.00 for this service.

Cameras already in place on Culverhouse Cross Roundabout have the technology to monitor non-payment of the charge through Automatic Number Plate Recognition (ANPR). The penalty for non-payment will be £50.00, with a reduction if paid within 2 weeks of the notice issue date.

The Scheme will be self-financing, and any surplus monies will be used towards on-going road repairs, specifically potholes.

Mr Alf Polior (our source who has close links to the three organisations who have been involved in this decision – Cardiff City Council, the Vale of Glamorgan Council and Welsh Government) tells us that the proposed

Congestion Charge is likely to be made public on Monday 1st April and without any public consultation.

This is outrageous!

One of Polior’s associates living in Wenvoe and travelling to work at UHW Cardiff has said that he has looked at an alternative route through Dinas Powys to avoid this charge. Online Route Planners have shown that such a change of route will extend his journey to 20 miles per day, resulting in a cumulative increase of 1680 miles per year.

We are grateful to our resident for sharing the potential fuel cost increases with us, as well as the difference between paying the Congestion Charge and choosing an alternative route to work. He will be leading a focus group to calculate the increased journey time as well as to discuss the ONS Report which state that: ‘feelings of happiness, life satisfaction and the sense that one’s activities are worthwhile all decrease with every successive minute of travel to work’.

Scams – How to Stay Safe

STAY SAFE

SCAM – We have recently had a number of victims of a scam in the Penarth/Barry area. Each time these individuals were called and asked to withdraw large amounts of cash from the bank. Each time they alleged they were police officers and not to tell anyone. If the bank ask why you need the money they are giving the victims a number of excuses, e.g. new kitchen, new car.

Please let’s encourage everyone to talk openly about Scams. The police will never ask you to take money out. Always contact 101 or 999 but ensure the line is cleared before dialling. (Listen for a dial tone).

VISITORS – Please be vigilant when letting people into your homes.

There has recently been a theft in a Barry property, where by a man has alleged to be from the water board. He has entered the property to speak with the resident, whilst another male has entered the property and has stolen a handbag.

Do not let strangers into your home, ring companies to clarify and always check for ID.

Purpose-Built Library/Community Hub

 

Wenvoe Councillors were very pleased this week to receive confirmation from Welsh Government that our application for a grant under the Rural Community Development Fund scheme had been successful.

This grant together with support from Vale of Glamorgan Council Section 106 money (from local housing developments) will now enable us to demolish Wenvoe’s existing library building and replace it with a purpose-built library/Community hub on the existing Community Centre site.

It is hoped that an early start can now be made on the tendering process to enable us to commence and complete construction in 2019. Further updates will be provided in due course.

Public Spaces Protection Order

 

The Vale of Glamorgan Council is committed to tackling anti-social behaviour in relation to dog fouling

The Vale of Glamorgan has often been described as one of the best places to live in Wales. We, as a Council, are proud to have been awarded Green Flag status in a growing number of parks and Blue Flag status at Whitmore Bay and are working continuously to maintain these high standards.

The Vale of Glamorgan is a dog-friendly county. There are a number of parks, open spaces and beaches for dog walkers to take advantage of. However, there are a small number of dog owners who do not take responsibility for their pets when it comes to enjoying these open spaces.

Despite several educational interventions, such as the Dog's are Clever campaign, there continue to be issues across the Vale of Glamorgan with some irresponsible dog owners, specifically where dog faeces is not being removed. We know that the majority of dog owners are responsible and we do not want to prohibit them from enjoying the open spaces that the Vale of Glamorgan has to offer.

In order to tackle these ongoing issues the Council has the power to serve a Public Spaces Protection Order (PSPO) under the Anti-social Behaviour Crime and Policing Act 2014. The purpose of a PSPO is to restrict persistent anti-social behaviour in public spaces. This would replace the byelaws and restrictions that are currently in place. The PSPO can last for 3 years and if breached an authorised officer could issue a Fixed Penalty Notice up to £100, which if not paid could be increased to £1000.

Proposed Restrictions. In order to introduce restrictions in the form of a PSPO the Council must consult with the community. We have produced a list of areas, based on current byelaws, and would like your input as to whether these should be covered by a PSPO.

In summary, it is proposed that the current restrictions are retained and that byelaws are replaced with Public Spaces Protection Orders. The current restrictions can be summarised as follows:

• Dog faeces should be removed from all public places by the dog owner

• Dogs are prohibited from marked sports pitches during that sports' season

• Dogs are prohibited from enclosed children's play areas

• Dogs are prohibited from a number of beaches from 01 May to 30 September.

Telephone Scam Warning

 

South Wales Police urge all members of the public to be alert to a recent telephone scam that has started to become widely used Nationally and locally.

The Scam involves a person telephoning the victim claiming that they are a Police Officer and that there has been a suspicious transaction on their bank account.

They urge the victim to withdraw all the money from their accounts as they claim the bank accounts are not safe and to box them up for a courier to collect so that the Police can keep it safe for them.

They often give the telephone number ‘161’ to ring should the victim encounter any problems.

When the victim rings this number they are reassured that the officer is genuine.

A number of victims locally have become a victim of this type of crime and have lost substantial amounts of money. South Wales Police state that No officer will ever contact an individual asking them to withdraw money and send it them for safekeeping.

The Public are urged to be aware of this SCAM and not to respond but report the matter to South Wales Police using the Non Emergency No 101 or if somebody turns up at your door to ring the Emergency Number 999

CHANGES TO RECYCLING AND WASTE SERVICES

The Vale of Glamorgan Council needs to capture the views of local residents to inform the design and delivery of a new waste and recycling collection service.

From September 2018 the Council is proposing to limit the number of black bags that it will collect to two per household per fortnight, with some exceptions. This will help us reach Welsh Government's next statutory recycling target of 64% in 2019/20. Failure to do so may result in fines imposed against the Council.

From April 2019 the Council is proposing to introduce a source separated recycling system. This means that we will be collecting paper, cardboard, plastic and metal, and glass in separate containers.

It is anticipated that the changes to this service will take up to two years to implement in full.

We know that protecting our environment is as important to you as it is to us. We would like to hear from you in order to make this change as straightforward as possible for residents.
