The Vale of Glamorgan Council is committed to tackling anti-social behaviour in relation to dog fouling

The Vale of Glamorgan has often been described as one of the best places to live in Wales. We, as a Council, are proud to have been awarded Green Flag status in a growing number of parks and Blue Flag status at Whitmore Bay and are working continuously to maintain these high standards.

The Vale of Glamorgan is a dog-friendly county. There are a number of parks, open spaces and beaches for dog walkers to take advantage of. However, there are a small number of dog owners who do not take responsibility for their pets when it comes to enjoying these open spaces.

Despite several educational interventions, such as the Dog's are Clever campaign, there continue to be issues across the Vale of Glamorgan with some irresponsible dog owners, specifically where dog faeces is not being removed. We know that the majority of dog owners are responsible and we do not want to prohibit them from enjoying the open spaces that the Vale of Glamorgan has to offer.

In order to tackle these ongoing issues the Council has the power to serve a Public Spaces Protection Order (PSPO) under the Anti-social Behaviour Crime and Policing Act 2014. The purpose of a PSPO is to restrict persistent anti-social behaviour in public spaces. This would replace the byelaws and restrictions that are currently in place. The PSPO can last for 3 years and if breached an authorised officer could issue a Fixed Penalty Notice up to £100, which if not paid could be increased to £1000.

Proposed Restrictions. In order to introduce restrictions in the form of a PSPO the Council must consult with the community. We have produced a list of areas, based on current byelaws, and would like your input as to whether these should be covered by a PSPO.

In summary, it is proposed that the current restrictions are retained and that byelaws are replaced with Public Spaces Protection Orders. The current restrictions can be summarised as follows:

• Dog faeces should be removed from all public places by the dog owner

• Dogs are prohibited from marked sports pitches during that sports' season

• Dogs are prohibited from enclosed children's play areas

• Dogs are prohibited from a number of beaches from 01 May to 30 September.

• Garn Farm, Port Road. Variation of Condition 2 of 1986/00754/FUL to replace with rural enterprise condition under TAN 6 has been approved

• Lingfield, 34, Old Port Road. Extension of existing detatched garage. Withdrawn.

• Development of 12 dwellings at the Rectory, Port Road. Non-Material Amendment – Proposed change to the wording of Condition 3 of Planning Permission 2017/00910/FUL. Refused

• Brooklands Retail Park, Culverhouse Cross. Proposed new Starbucks drive-through unit. Appeal against the refusal to grant planning permission. (The reasons for the refusal were that the proposed drive-thru A3 unit would result in a significant reduction in the level of parking available to serve the existing retail park which would result in traffic congestion for vehicles entering, manoeuvring and exiting the site, resulting in highway safety implications within the retail park and on the highway network in the vicinity of the site close to the strategic road junction Culverhouse Cross.)

 

The Council discussed the new proposed dog controls and reference to local areas. The aim is to deter anti-social behaviour by certain dog owners. Dogs will be banned from the children’s fenced play areas in the Grange Park and it will be an offence not to clear-up dog faeces in the rest of the area. At the Station Road Playing Fields dogs will be banned from the tennis courts and marked out football pitches. There is some confusion because the order appears to indicate that the playing field has an existing banning order, the council will seek to clarify the situation. A recent health and safety review of local Council areas of responsibility raised no major issues. Certain trees require crown lifting, the correct permission will be obtained where required. 

A review of the present cemetery rules will be undertaken shortly. It has been noted that several of the present rules are being ignored. There has been somebody depositing their household waste in the churchyard bins. These bins are emptied by a private contractor not the Vale. Village bins also have receive household waste on occasions. Information on perpetrators would be welcomed

At a recent liaison meeting between the Vale Community Councils, the police reported on a number of house burglaries and car thefts in the Vale. Arrests of a number of people in connection with both types of crime have taken place. The Vale is hoping to encourage local councils to take over some of the duties they do not have funds available to support in future.

The council raised no objections to the proposal.

• Land to the west of plot nos. 38 to 53, The Grange, rear of plot nos. 38 – 53 Burdons Close. Engineering operations comprising a new surface water land drain and associated works. The application was supported, properties in this area have suffered from flooding in the past.

• Trees to the rear of 10-15, Clos Llanfair. Works to tree covered by TPO Crown lift branches to 3 metres above ground – oak, ash, sycamore, hazel, hawthorn and cypress. No objection

• 63, Burdons Close, Remove garage doors and replace with UPVC double glazed window to match house. No objection.

 



 

Telephone Scam Warning

 

South Wales Police urge all members of the public to be alert to a recent telephone scam that has started to become widely used Nationally and locally.

The Scam involves a person telephoning the victim claiming that they are a Police Officer and that there has been a suspicious transaction on their bank account.

They urge the victim to withdraw all the money from their accounts as they claim the bank accounts are not safe and to box them up for a courier to collect so that the Police can keep it safe for them.

They often give the telephone number ‘161’ to ring should the victim encounter any problems.

When the victim rings this number they are reassured that the officer is genuine.

A number of victims locally have become a victim of this type of crime and have lost substantial amounts of money. South Wales Police state that No officer will ever contact an individual asking them to withdraw money and send it them for safekeeping.

The Public are urged to be aware of this SCAM and not to respond but report the matter to South Wales Police using the Non Emergency No 101 or if somebody turns up at your door to ring the Emergency Number 999

The following applications have been approved.

• 22, Rectory Close, Single storey rear extension and two storey front extension

• Yr Ysgubor, St. Lythans Road, St. Lythans. Decommissioning existing domestic cesspit and installing either a new septic tank or a new domestic package sewage treatment plant and all associated drainage fields within the confines of the rear garden

• The Croft, Burdens Hill Lane, Front/side extension with raising of roof ridge height and construction of a detached garage

The village litter pick-up was attended by approximately 17 people who collected a number of bags of rubbish. It is a shame that within a few days some people were once again dropping their rubbish around the community.

The Church has confirmed they do not wish to accept the Community Council’s offer for the future maintenance of the church hall.

The Welsh Assembly are now indicating that due to shortage of staff and resources it could be another couple of months before a formal decision is made on our grant application for the new library building.

Following a survey of the difficulties created for through traffic by car parking at school times the traffic management division are proposing the introduction of a no parking restriction on the west side of Old Port Road from the school to the north turning to Gwenfo Drive at school arrival and departure times. To help enforce the restriction the area will be included in the traffic wardens’ areas of supervision. This proposal is subject to a legal traffic order which take time to become enforceable.

The Vale are about to alter the local rubbish collection. Households will be limited to two black bags of general rubbish every fortnight. There will be exceptions ie those with large families or who have a large quantity of medical rubbish etc. The aim is to encourage people only to use black bags for items that can not be recycled. The Vale will be consulting the public over how the public would like to see the introduction of sorted recycling which is a requirement being imposed by the Welsh Assembly. Co-mingled recycling is to be phased out. A new transfer station is to be constructed at Atlantic Wharf.

To help meet shortfalls in the Vale budget, car parking charges will be introduced across the Vale at public parking areas. Shopping area car parks will have a free first two hours, similar to a number Cardiff parking areas, and many shopping street areas will be limited to 30 minutes parking.

CHANGES TO RECYCLING AND WASTE SERVICES

The Vale of Glamorgan Council needs to capture the views of local residents to inform the design and delivery of a new waste and recycling collection service.

From September 2018 the Council is proposing to limit the number of black bags that it will collect to two per household per fortnight, with some exceptions. This will help us reach Welsh Government's next statutory recycling target of 64% in 2019/20. Failure to do so may result in fines imposed against the Council.

From April 2019 the Council is proposing to introduce a source separated recycling system. This means that we will be collecting paper, cardboard, plastic and metal, and glass in separate containers.

It is anticipated that the changes to this service will take up to two years to implement in full.

We know that protecting our environment is as important to you as it is to us. We would like to hear from you in order to make this change as straightforward as possible for residents.

 



 

General News

 

The council members approved the annual accounts. These will be available for public viewing after the approval of the external auditors.

There has been no communication from the Vale concerning local highway matters raised with their officers recently.

The grant for the construction of the new library is now in a queue awaiting its final decision from the Welsh Assembly.

There is an increase in black dog bags being left around the village. These bags can be deposited in any litter bin not just the dog poo bins. Concern was also expressed about dog owners allowing their animals into the children’s fenced off play area.

Following concerns expressed about possible high air pollution levels around the school a survey was conducted and the results showed levels well below the EU acceptable limits.

The Council have informed the Church that the council will not purchase the Church Hall but made an offer concerning the possible future maintenance of the building.
