The December Council meeting was held after the magazine went to print.

The following application has been approved:-

16, Heol Draenen Wen, Culverhouse Cross. Two storey side & rear extension

The appeal against the Vale’s refusal to permit the construction of a new Starbucks drive through unit at Brooklands Terrace retail park has been granted by planning inspector. The loss of car parking spaces will be off-set by using the additional spaces near the Burger King restaurant. Signage directing customers to this area are to be erected before any work commences.

The following applications have been approved
• The Bothy, Port Road, Wenvoe. Remove existing porch and replace with single storey extension to the rear of the house to create a new garden room. Materials to match that of the existing house.

  • 1, Burdonshill Cottage, Burdonshill Lane, Rear dormer extension to existing garage and raised decking
  • Brooklands Retail Park, Culverhouse Cross, Tree works described as desirable & essential in the attached tree report
  • St. Lythans Service Reservoir, St. Lythans. Erection of security fencing
  • 1 & 2, Stone House, Dyffryn. Conversion of two semi-detached properties into a single detached property and erection of a sustainable (energy positive) rural exceptions bungalow, new access and associated works

 

The park play equipment at the Grange playing field and Twyn yr Odyn are to be replaced next year. There will be a display of the Grange Park upgrade on Thursday 24th January at the Community Centre when the Vale will be interested to hear your comments. The Twyn yr Odyn scheme will be displayed when details are finalised.

The rules pertaining to the cemetery ground have been updated. A copy will be displayed in the cemetery and a copy can be obtained by contacting the Clerk to the Council.

The allotment wardens are seeking the views of the allotment holders and any other members of the community for their views on permitting green houses and/or sheds to be erected on allotments in the future. Comments on the proposal can be e-mailed to the Council (see page 2).

A complaint concerning damage to the pavement surface due to cars parking was passed to the Vale.

An updated copy of highway issues were reviewed. Flooding on the corner of Old Port Road near St Lythans Park is to be added to the list.

A request from the school for a donation towards their proposed Timber Trail was received. The Council suggested an approach to a probable source of funding before they considered the request.

Work on the 5 Mile Lane project will result in the north bound lane of the road being closed for 6 to 8 week from January while the widening work near

Weycock Cross is completed. From April the Peterstone super Ely Road from Sycamore Cross will be closed for around 6 weeks for the road to be widened.

The notice and plate at the top of Tarrws Lane is due to a cracked service cover. The quarantine notices around a field off Old Port Road referred to a suspected case of strangles. This is a very contagious respiratory disease among horses but extremely rare to be passed to dogs or humans.

The Community Carol service is to be held at 7.00pm on Wednesday 19th December in St Mary’s Church followed by mulled wine and mince pies in the Community Centre.

Planning permission has been granted to a previously designed building, this latest proposal was not supported by the Council who considered it out of keeping with its countryside location,

The following applications have been approved

• 12, Vennwood Close, Wenvoe Part garage conversion

• Land to the west of plot nos. 38 to 53, The Grange, rear of plot nos. 38 – 53 Burdons Close, Wenvoe Engineering operations comprising a new surface water land drain and associated works

• Woodview, Port Road, Wenvoe Occupation of dwelling in compliance with the Rural enterprise condition, with the rural enterprise being a dog boarding business.

 

The Council discussed the external auditors report. These are public records available to be viewed with a request to the clerk.

Following discussions with the Vale it has become apparent that, due to other commitments work, preparing the necessary preliminary documents for the new library building can not commence until mid December, with construction anticipated to start in June and completion by December 2019.

The Council would like to know the views, especially of allotment holders, on whether the present allotment rules should be amended to permit the erection of greenhouses on holdings.

Council members received a conducted tour of the Five Mile Lane development. The work is expected to be complete by October 2019. Extensive archaeological work took place before the development started; among the finds were over 450 Neolithic skeletons, a sword and other ancient settlement indications. It is hoped that the finds will form part of a future exhibition. The road development site office is open to visitors on the first Wednesday of each month (except January when it is the second Wednesday) between 2.00pm and 4.00pm to view plans, pictures etc and ask questions.

The school has appointed a new deputy headmaster who will take up his post after Christmas.

The Mayor's Foundation Grant Fund. The aim of the fund is to offer grants to Community Groups, the Voluntary Sector and not for profit organisations towards the cost of initiatives within the Vale of Glamorgan that help to support the Council’s vision of 'Strong Communities with a Bright Future'. Funding between £100 and £250 to enhance the work of voluntary and charitable organisations within the Vale of Glamorgan is available. Contact the Council Clerk for further details.

The Council has set the legal process in motion for obtaining a new member to the Council. Anybody who would like to serve their community should watch for the notices on the Council notice board or contact the Council Clerk who can keep you informed of the process.

The Councillors commenced their meeting with a mark of respect to the late Cllr Eira Jervis.

• 5, Old Port Road, Wenvoe Proposed demolition of rear single storey flat roof extension and rear conservatory. Construction of rear, single storey flat roof extension, single storey front extension and rear flat roof dormer. Erection of rear store and enclosed courtyard with change to door and window arrangement throughout. With the extension being on land close to and above the adjacent property it would form an oppressive development.

• 1, Burdonshill Cottage, Burdonshill Lane, Rear dormer extension to existing garage and raised decking. No objection. A condition that the development should remain part of the present domestic dwelling should be included in any permission.

• Brooklands Retail Park, Culverhouse Cross, Tree works on plantings within the boundary. No objections

The following applications have been approved

• The Homestead, 4, Church Rise. Erect a conservatory to the rear elevation.

• Coedhirion, 8, Walston Road, Wenvoe. Rear extension to, and internal/external refurbishment of, the existing dwelling, including demolition of single storey extension at front, bay window, single storey flat roofed extension at rear and ancillary garage building at rear.

• 63, Burdons Close. – Remove garage doors and replace with UPVC double glazed window to match house

• 23, Rectory Close. – Proposed first floor side extension to form walk-in wardrobe and downstairs utility room, and single storey rear house extension

• 83, Heol Collen, Culverhouse Cross. – Proposed single storey rear house extension and conversion of integral garage to habitable room.

The appeal hearing against the refusal to grant planning permission for the construction of a Starbucks drive-through unit in the Brooklands Retail Park car park will take place on the 25th October at the Docks Office, Barry starting at 10.00am. The hearing is expected to last one day.

A list of roads to be resurfaced during the next few years includes work at Dyffryn, and Walston Road/Tarrws Lane. The extent of the resurfacing is not given in the communication. A request to remove or install the loose kerb stones at the top of Tarrws Lane before any resurfacing work is carried out is being made to the Vale.

Following the announcement that the Welsh Government has approved our grant application for funds to assist in the construction of the new library a provisional time scale has been produced which indicates construction will take around six months and commence in May/June next year. The council are hoping to advance this date during discussions with the parties involved.

With the grant now approved the Vale is to be requested to progress the Grange Park play area design.

The Vale Councillor, Johnathan Bird, updated the council on Vale matters. The car parking charges are still under public consultation; money raised is to be ring-fenced and used for car park improvements and town centre regenerations. Work on the straightening of Five Mile Lane – the night time shutting of the road is to allow widening work through the woodland area at the Barry end of the road. On the first Wednesday of the month between 2 and 4pm the site office (located near the Molton Road junction) is open to the public so you can be updated on the progress of the work

An application by Newydd Housing Association in respect of 1, Stone House, Dyffryn to convert two semi-detached properties into a single detached property and erection of a sustainable (energy positive) rural exceptions bungalow, with a new access and associated works. No objections were raised.

 

 

 

 

Purpose-Built Library/Community Hub

 

Wenvoe Councillors were very pleased this week to receive confirmation from Welsh Government that our application for a grant under the Rural Community Development Fund scheme had been successful.

This grant together with support from Vale of Glamorgan Council Section 106 money (from local housing developments) will now enable us to demolish Wenvoe’s existing library building and replace it with a purpose-built library/Community hub on the existing Community Centre site.

It is hoped that an early start can now be made on the tendering process to enable us to commence and complete construction in 2019. Further updates will be provided in due course.
