New Library Building

(Editors Note:  This article was written before construction was delayed because of unforeseen problems with  asbestos. The start date will be delayed )

Construction work on the new library will commence on Monday 16th August with the demolition of the old building and construction of the groundworks. Most of the car park will be fenced off, except for the footpath from Wenvoe Close to Old Port Road, and access to the Community Centre.

In the week of 30th August a large crane and the four building modules will be delivered, which will require a clear road from the church to the building site. Residents of Wenvoe Close and Lower Walston Road are asked NOT to park on the road at this time. The exact date will be notified by a letter to all concerned.

The plan is to complete all the work within 6 weeks, and to have the library back in operation by 4th Oct.

Police Report

Police attended the meeting to update councillors on local crime figures and answer any questions. There was a report of a rogue trader operating in the village targeting vulnerable people. The police advice is if seen in the area to ring 101; but if spotted actually doing work call 999 and try and provide as much detail as possible about the vehicle they are using.

Community Centre

All regular users of the Community Centre have been contacted to assess their requirements for future use of the building as Covid-19 restrictions are lifted. A new set of regulations will be provided for all hirers.

Additional notice boards will be erected at the Redrow and Belway developments when permission can be obtained from the landowners. A third board will be erected on St Andrews Road.

The Council still awaits the Vale’s S106 proposals for funding possible youth facilities locally.

The Council has been aware that the hall suffers from poor acoustics and the matter has been especially highlighted when holding social distancing meeting during the Covid-19 crisis.

Professional advice will be sought in an attempt to improve the situation.

Quotations for repairs/replacements to the Community Centre windows is still being investigated. Finding proficient contractors is at the present time proving difficult.

Concern has been expressed about the state of pavements around the area with overgrown hedges and weeds in particular. With Vale budgets being extremely limited they can only carry out limited operations. It is suggested we could improve the look of the community by at least keeping the area around our own properties tidy.

Complaints concerning the voting difficulties encountered recently by compelling all local voters to use the Community Centre as their polling station has resulted in a visit from the returning officers and agreement that the size of the community warranted a second polling location being required in future. An acceptable location will be sought at the northern end of the community (Culverhouse Cross area)

Every person should know when and how to perform CPR to keep the blood flowing to the brain and around the body in the event of an emergency. With the installation of additional defibrillator machines locally the public should also be confident in using the machines to assist in the patient’s recovery while awaiting the emergency services. The Council will be organising free training courses in the near future.

 

 

20mph Speed Limit

The Welsh Government has announced that 20mph legislation will figure in this year’s legislative programme.

The public consultation on changing the default speed limit on residential streets from 30mph to 20mph is now open until 1st October 2021.

Wenvoe Community Council will recommence face to face Council meetings from

17th June 2021

 

We request anyone who wishes to attend, emails their request to the clerk  as due to covid restrictions we will be limited on numbers in the hall. As such should several members of the public wish to attend regarding  the same or similar matter then only one group member be able to attend. At present we may not be able to accept all requests due to Covid hall limitations.

 

Covid precautions apply, as such please do not attend if you are feeling unwell especially if you are experiencing symptoms of Covid.  On arrival please pay attention to the signage around the community centre, scan the QR Code or provide your details to a Council representative . There is a one way system in place.  Please adhere to the following guidelines;

 

  • Stay at home should you feel unwell
  • Use Hand Sanitisers around the centre
  • Follow the one way system
  • Keep your distance – 2m social distancing is in place
  • Avoid touching your face
  • Wash your hands

 

You will also be required to wear a mask which will only be allowed to be removed when seated  during the meeting, unless you can provide your exempt card.

The Community Centre will be reopened soon for public use. Hirers of the facility will have to conform to the latest Coronavirus Restrictions

A formal complaint by the Council will be made to the Vale concerning the conducting of the recent polling at the Community Centre. Long queues were reported with numerous people having to wait in excess of 20 minutes to cast their vote.

A 5m x 10m area to the rear of the new library building will be used to construct a patio area for persons to sit and enjoy a coffee while using the building.

At a recent site meeting it was decided that there was inadequate room on the school field to site a proposed MUGA. Station Road playing field was also not considered to be a viable option. The Vale will examine other possibilities for older children and teenagers in the community.

The tarmac footpath from Old Port Road to the Grange Park play area will soon be extended to Tarrws Close by the Vale.

A defibrillator for the Brooklands Terrace area will be mounted on the wall of the property on the corner of Brooklands Terrace and Heol Collen; no. 18.

Now the Grange and St Lythans Park developments are complete an approach will be made again to the owners for permission to erect a Council notice board on the sites.

Cricket matches will not be played at the Station Road playing field until a solution is found to the danger from cricket balls landing on private properties.

Leaving donations outside a closed charity shop is also classed as fly tipping by local authorities? You risk a fine by dropping off your donations outside of normal opening hours.

Over 70% of fly tipped waste in Wales contains household items and rubbish. Fly tipping is a serious crime which poses an immediate threat to the environment, animals and local communities. If house holders do not carry out the necessary checks and their waste is found fly tipped, they can be fined £300 and risk prosecution for not following their Household Waste Duty of Care.

There has been an increase in illegitimate waste carriers posing as registered household waste removal services on social media. These people often advertise low prices to entice customers and dupe people into believing they are licenced services who will dispose of household waste legally and responsibly. In reality, the collected rubbish is later fly-tipped in fields, country lanes or along roadsides, putting the householder who paid and arranged for the service at risk of being fined £300.

While this has remained a concern for many years, it is feared that this waste crime has become even more common since the outbreak of COVID-19, with many rogue traders taking advantage of lockdown restrictions and householders who feel too anxious to leave their homes during these unprecedented times.

What does Household Waste Duty of Care mean?

The law places a legal duty on householders in Wales to ensure that they are disposing of unwanted household rubbish legally and responsibly.

This means that anyone arranging third party household rubbish collection should always check that the person or company they use is an authorised waste carrier with a registered licence. This information is readily available on the Natural Resources Wales website (above) and is easily accessed. If householders do not make these necessary checks and their waste is found fly tipped, they are at risk of a fine and criminal record or even prosecution.

It is also recommended that all householders request a receipt, record details of the vehicle involved and ask where their waste is going before accepting a household rubbish removal service.
