The following application have been approved.

• Land off Port Road and at entrance to Redrow Homes (The Grange) development., Erection of a temporary sales cabin at the entrance to the site. The permission is only until April 2019.

• Blodfa, Station Road East. Detached garage with workshop within roof space

• The Rectory, Port Road. Development of 12 dwellings and associated infrastructure. Discharge of condition 11 – materials details.

• Land at former bus depot site, Chapel Terrace, Twyn Yr Odyn. Discharge of conditions 11-means of enclosure, 14-biodiversity method statement 15 – scheme to deal with risks of contamination and 21- construction environmental management plan for demolition of existing buildings

• Woodview, Port Road, Occupation of dwelling in compliance with the Rural enterprise condition, with the rural enterprise being a dog boarding business. The minor alteration to the garage was not objected to. The other matters are subject to legal considerations by the Vale.

• Lingfield, 34, Old Port Road. Extension of existing detached garage. Council had no objection to the extension but were concerned about possible damage of the adjoining tree roots during the digging of the foundations.

• 22, Rectory Close. Single storey rear extension and two storey front extension. No objections were raised.

• The Croft, Burdonshill Lane. Extension to house and construction of detached garage. No objections

• The Chapel, Twyn yr Odyn. Scheme to deal with contamination risk, in conjunction with development of affordable homes. Unable to comment.

The following applications have been approved.

• Development of 12 dwellings and infrastructure behind the rectory have been approved. Planning permission had previously been granted, the new application was mainly to change the design and layout of the properties.

• Redrow development. Approval for the retention of a conservatory on plot 4 (a show house).

• The erection of a tempory sales cabin at the entrance to the Redrow development off Port Road.

• St Annes, Old Port Road. Work on trees.

• 14A Walston Road. Construction of a dormer extension to the rear and replacement of the garage doors with French doors.

 

The application by Starbucks for a drive through unit at Brooklands Retail Park has been refused on the grounds that it would considerably reduce the level of parking available to serve the existing units resulting in traffic congestion.

Highways – No further feedback from Vale Highways concerning traffic and other issues.

Library – Still no response form the Welsh Government concerning our application for a Rural Regeneration grant.

Church hall – A meeting between the church and the council working party has been arranged for April 26th.

Police matters – There was a burglary recently at the Grange estate, when a house, which was

occupied, was entered at night and belongings and two cars taken. The police stress that it is very important to report any suspicious activities, including cars, in the neighbourhood to 101. All crimes are reported on the South Wales Police website.

The PCSOs reported that scams, mainly by phone, are on the increase. It is most important that elderly and vulnerable neighbours are given support dealing with unexpected phone calls. The police recommend subscribing to schemes such as Call Guardian, operated by BT, and Call Safe by Talktalk. These schemes answer an incoming call by asking for the caller’s name; if it is not given, the call is refused.

Annual General Meeting – The community council AGM will be held on May 10th.

 



 

Date Days

Date days to offer families the chance to learn languages, crafts and circus skills in exciting new pilot

Families in the Vale are being offered the chance to do something different together this summer as part of a pilot scheme being run by the Vale of Glamorgan Council’s Creative Rural Communities Team.

The team are piloting ‘Date Days’ offering activities for school-aged children and their parents or guardians to try out together. These include French language classes, crafts, cooking, outdoor learning, relaxation, dance, circus skills and even military fitness sessions.

Cllr Jonathan Bird, Cabinet Member for Regeneration and Planning, said: “The feedback our Creative Rural Communities team received from residents made clear that children in rural communities need more opportunities to do activities. That’s why we are now piloting this new scheme.

“As well as the chance to try something new, we hope it will offer a break from the stresses of everyday life and allow families to spend some quality time together. It could even be the start of a new lifelong family hobby!”

This project has received funding through the Welsh Government Rural Communities – Rural Development Programme 2014 – 2020 which is funded by the European Agricultural Fund for Rural Development, the Welsh Government and the Vale of Glamorgan Council.

The pilot will run from April until October. The activities will take place in four communities in the rural Vale: St Athan, Wenvoe, Rhoose and Ystradowen. There are a range of activities in Wenvoe including French language classes, Indian / Chinese cookery, circus skills, fitness and teambuilding challenges , forest school taster session and a stained glass workshop.

• Land off Port Road and at entrance to Redrow Homes) development. Erection of a temporary sales cabin at the entrance to the site. This is to replace the show house office. The proposed location not supported, due to the lack of parking with the construction of three houses also in progress adjacent to this area.

• St. Annes, Old Port Road, Work to trees covered by TPOs

• Brynheulog, St Andrews Road, proposed stables. Planning permission has been granted for a wooden construction. Permission sought to change approved materials to include rendered blockwork walls, slate roof and roller shutter doorway. Concerns expressed by members.

The following application have been approved.

• Oak Tree Farm, Morfa Lane, Wenvoe. Use of the dwelling without complying with an agricultural occupancy condition. Conditions on future occupation are imposed.

• Land off Chapel Terrace, Twyn Yr Odyn. Construction of new barn to be used for stabling and animal shelter with areas for feed/hay storage and maintenance of plant and machinery in connection with the land

• Wenvoe Quarry, Wenvoe Proposed recycling facility. This is a temporary permission until December 2020 to measure the effect of the operation.

• Yr Ysgubor, St. Lythans. Amendments to consented planning 2013/00272/FUL

 

A follow up report to the numerous issued raised with highway operations manager last month has been received. Certain matters are receiving attention, but those requiring a financial input have no budgets to facilitate them and will not be progressed. These include additional footpaths, lighting etc.

The Church Hall working party reported back to the Council; their suggestions were supported as a possible way forward, these ideas will be discussed with the rector and officers.

The youth shelter in the Grange Park is in a poor state of repair. The Vale will be looking to replace the damaged polycarbonate sheets. It is intended to replace the present play equipment within the next few years, in the mean time the present fencing will be repaired. No time scale is available at the present time for the equipment replacement..

The leaking water main to the allotment water trough has now been renewed.

Possible local air pollution will be monitored to decide if there is an issue that requires investigation.

The local litter collection planned for Saturday 11th March was cancelled due to inclement weather that weekend! Another date will be arranged, please look out for local posters.

 



 

New Dogs Trust Homing Centre

The charity have at last received planning for a brand new homing centre in Cardiff. It will be sited in Splott. With the number of stray and abandoned dogs in Wales totalling 4,900 last year, our only centre in Wales, at Bridgend is always full to capacity and the new centre, due to open in 2020 will go a long way to alleviate the pressure on Bridgend and continue to provide for the welfare of dogs in our country.

I have spoken on occasion of dedicated volunteer Jenny Thomas who has raised thousands of pounds for Dogs Trust over many years. In 2017 alone she raised over £30,000, enough to sponsor five kennels for a year and this by sorting and selling your unwanted stamps, albums and foreign currency. LEARNER DRIVERS

 

LEARNER DRIVERS

on motorways from 4 June 2018

From Monday 4 June 2018, learner drivers will be able to take driving lessons on motorways in England, Scotland and Wales.

This will help to make sure more drivers know how to use motorways safely.

Learner drivers will need to be:

• accompanied by an approved driving instructor

• driving a car fitted with dual controls

 

Any motorways lessons will be voluntary

It will be up to the driving instructor to decide when the learner driver is competent enough for them.

Until the law changes, it’s still illegal for a learner driver to drive on a motorway.
